The primary role of standards (practices, test methods, and specifications) is to help reduce variability and improve repeatability and reproducibility of testing. While these documents are important for ensuring that correct conditions are used, they are not necessarily a step-by-step instruction, and in many cases they give you recommendations, rather than specifics, when running a test.
